He then attended Eastern Washington University, where he graduated as an ROTC-Distinguished Military Graduate and received his active-duty commission in the U.S. Army Aviation branch in 1990. He spent the next 21 years in the service, rising to the rank of Lieutenant Colonel before retiring and moving back to Kennewick. Since 2015, Matt has served as the director and lead professor of the cybersecurity division at Columbia Basin College. He also owns a cybersecurity consulting business. Before joining the Legislature, he served for three years on the Kennewick City Council. Matt and his wife, Dawn, have been married for more than 30 years. They have two sons, Matthew and Brandon. Rep. Stephanie Barnard (8th District @House Republican Caucus) Stephanie Barnard is serving her first term in the Legislature. A small business advocate who supports solutions that strengthen her region’s economy and way of life, she was the head of government affairs for the Tri-City Chamber of Commerce for more than four years. Stephanie led several other advocacy efforts through the Tri-Cities Council and Local Government Affairs Committee. A former member of the Board of Directors for the Boy Scouts of America, Stephanie also founded and directed a nonprofit organization that provided car seats and training to low-income parents. Born and raised in Washington, Stephanie lives in Pasco and has six children. Rep. April Connors (8th District, Republican Assistant Whip @House Republican Caucus) April Connors represents the 8th Legislative District and is serving her first term in the Legislature. A lifelong Tri-Citian, April is a successful residential real estate agent. She has served with a local parent teacher organization, volunteered with the Academy of Children's Theatre, and is a Board Member for the Kadlec Foundation. She holds a Bachelor of Arts in Communications from Washington State University. Her prior professional experiences include writing and maintaining city codes as a legal assistant, during which she was involved in a housing case brought to the U.S. Supreme Court. She and her husband Mike live in Kennewick with their four children.
